If there is only one person in the area when the fate spawns, it scales for that person. It doesnt account for the 60 man zerg that arrives 1 min later after a CE across the map is dead. :)

(It never ceases to amaze me how video games can bring people together, how stories can weave love and hope and excitement into every faucet of our beings. Im so thankful. To this game...for bringing me here. And them, for pushing me to return to creativity with another. The music helped remind me.)
