There is literally zero situation in game where Kris and Paula are in the party but Susie and Noelle aren't.
That being said, this was fixed in v3.1.0, but that's only because we rewrote the overworld menu and party system.

I'm gonna try to have a new Preview Build out tonight specifically for this feature. For the moment, we're going to default the setting to ON, and you'll be able to turn it off in the Visuals section of the Options menu.
