I think the only thing garrisons went too far with was the bank/AH. Everything else people attribute to garrisons was an issue with WoD as a whole, not garrisons. The mine/garden was like MoP. The capital cities in WoD were scrapped so no one had a good place to hang out. No content was coming out.
