No one in either of those Detroit neighborhoods is wealthy or even living "comfortably".
The video only shows a poor neighborhood, and an even poorer one.
There are a few areas (Palmer Woods, "The Pointes") of rich and poor people living in close proximity, but that photo wasn't from those areas.
