i think there's something to be said for the fact that wargames really thrive with evocative, terrain rich boards. So much of a wargame is the spectacle. But its also fine for a wargame to be a more abstract gamey experience like 40k currently is & for terrain to be primarily a balancing mechanism

There is no reason. Games Workshop just hold a monopoly on the wargame market - so they charge an extortionate price. Hobbyists that run defense for them (the classic "it's a premium hobby!" line springs to mind) help enable this. It sucks for everyone except Games Workshop stock holders.
