Tricky to say without the specifics, but if you mean putting points in skills a la d&d, then I'd break chargen into two spreads and have one for base stats and the next for granular skills.
Also, do skills need descriptions? To use d&d, only a couple do, and maybe that's appendix faq material! 🤔

In fact, glossarys are great, especially if they account for synonyms too.
One time I was in the middle of a game of AlienRPG looking for the rules for tracking oxygen, never found it because it was under something like 'environment'!

Personally, I'm a big fan of two things in particular:
1) one page spread per topic, minimise flipping
2) no choose your own adventure style 'turn to page xyz for more information' nonsense. Again, minimise flipping.

I half designed a game once where I built in an aggro system.
HP was low, so DMG was low too, so as you hurt a mob, you'd take an equivalent number of his HP tokens into your agro pile.
Tanks had taunt that took some aggro off whoever and put it on themselves.
Mobs attack pc with highest aggro.

I'm not a massive fan of it, you don't get relatively stronger to the baddies because the DM has to make them stronger accordingly, and the more abilities a character gets on its char sheet, the less imaginative the players become.
The overall effect is more work for the DM, and less creative play.

I swing the other way myself, I find classes means you're limited to a set menu of options to play with.
I prefer either very simple broad classes, or no classes at all, and then each player has the freedom to play their own way, starting from their imagination, rather than what's on a char sheet.

I'm a little cautious of playing with strangers, so I went to the effort of becoming a GM and converting a handful of my muggle friends into players.
It takes a while, and limiting your play group this way comes with it's own problems - but that's how I did it.

Aye, and the other component of the argument being that it's more entertaining at the table for the player to describe an action in detail than it is to roll a dice.
But I do agree, it's not an ultimatum by any stretch - If there's juice, then squeeze, if not, don't :)

CHA is my main villain, but it could be extended to any check that denies a roleplaying opportunity in place of a boring dice role.
For instance, Mothership doesn't even allow Stealth rolls because it wants players to describe exactly how and where they're hiding :)

From your aversion to dice %, you seem like a DM with a beginning, middle, and end preplanned out - so I get why you wouldn't be comfortable with improvised encounters!

I know a fella with the same stance.
Have you considered tailoring random encounter tables to the plot, so that if they arise, it's relevant and weavable into something meaningful given the current context?
Extreme example: Curse Of Strahd has random encounters where Strahd himself pops up

5e, Into the Odd, Mork Borg, Blades in the Dark - these all have hundreds of offspring. Your best bet is to look and see which big games have open licenses, because those are the ones more likely to spawn successors

Heh, I wouldn't say this is any less 'dismissive': I said they're telling a story, and you're saying they're playing the wrong game.
I don't disagree with your main point, but there's no cause to invalidate positions as 'dismissive' just because they're succinct
