For my library, board members must live within the library's district and be registered to vote there. So while they must be eligible for a card, there's no requirement to hold one. A need to get a card should discourage some library haters from running. Not a big hurdle, but it's something.

By "cheating" I mean: the game exposes its dictionary through GraphQL and I wrote some code to find the best scoring words for each letter. Even with that, 348.
