When budgets are cut (in part because international revenues are down) we don’t hire scientists. Also, graduate students are scientists that often choose to stay and start their academic career in Canada.

I think this was probably because of the temporary cap/freeze on international student admissions before the election. Hopefully it will change because universities are struggling without great international students.
