There'd be a few people allowed to break shit, submit unfinished work, etc, and everyone else had to complete their work and also finish these other guys' work (always guys ofc).
It was more about privilege in the organization than it ever was about an actual managerial ideal.

When I've heard "break things" as advice for managing a tech company, it always smelled like BS, because in practice only a handful of people in the organization would be forgiven (or even praised) for breaking things. Everyone else would be scolded.

Pittsburgh is great. The universities and philanthropist results (eg the museum) keep it punching way above its weight as a city.
