For those responding that the legislators need to propose bills to tax the rich, legislators have already proposed many such bills. However, Gov Ferguson has said that he wants cuts and not progressive taxation. So it’s fully fair for @volts.wtf to ask Ferguson support progressive taxes.

On a slightly more serious note, the Office of the Waterfront is where you put things when you think process and accountability might be inconvenient and you want a direct line to the mayor; however, WSBLE isn't delayed because of public process, it is in large part because of the mayor.
