IIRC, RPG Maker VX Ace, which you can grab FREE and keep forever on Steam right now, is the engine used for Lisa: The Painful and most of its fangames. There are whole publishers geared up to distribute games made with that engine on multiple platforms. It's an old but very flexible engine.
