But surely the lowly Chairman of the Subcommittee on Public Grounds and Buildings should defer to the leadership and related committees on such an important issue and wait to see whether polls supported it or if it would impact McGovern's chances against Nixon! Did he even ask Scoop Jackson first?

Sen. Gravel received the papers via a car trunk to trunk transfer outside the Mayflower Hotel and then as Chairman of a subcommittee he was able to just add them to the congressional record, where they became public.
