If the account wasn't deleted, however, the new owner of the domain would need the original public keys. Without those, there would be no way for them to gain access to it again

Just an FYI, if you delete a did:web account, it gets tombstoned just like a did:plc. Its often known as "did:web burning". It sort of still functions if you try to resurrect it, but Bluesky will just refuse to acknowledge it as a proper account anymore

ActivityPub, ATProto, Nostr, and pretty much every other open social protocol has the exact same technical hurdles to overcome with private accounts: its no easier for AP (Mastodon).
There was a design proposal a while ago for private repos on ATProto, but its a huge technical change
