The original (official) basis for anti-LGBT discrimination in federal workforce was that these people were susceptible to blackmail. Bit of a "hundred flowers" situation here - feds created tolerant spaces for trans people, now anyone in those spaces can be fired.

Technically, Ukraine would not be able to sign this given the negative pledge clauses in their loan agreement with the @worldbankgroup.bsky.social (and other creditors). The clause prevents other creditors from seizing assets before the World Bank.
