Yeah, after this month it'll prolly show up in the crown store (cash shop), but making the barrier to get it at release little more than a throw rug is honestly some pretty cool behavior, ngl.
They coulda cash shopped it from 'go' and folks would've bought it. No question in my mind.

The TL;DR: Player housing in ESO exists as instanced plots, decorated/built by the player that owns it. For example, I have an Infirmary for El.
Weather control makes it so I can decide if it's raining, sunny, etc in said plot. Dropping a nice QOL bit like that for free is kinda awesome.
