They aren’t loaded. It’s just a reflection of your own internal bias. “Immigrant” is generally understood as someone who wants to stay, while “expat” is generally someone who doesn’t. Nothing loaded but your outdated and antiquated prejudices of foreigners.

The policing of language so that you can decide who to exclude or include is a reflection of an inflexibility in your thinking. Expat, immigrant, foreigner, makes no difference to me because I am all of them, but unless you’ve lived abroad, you wouldn’t understand that.
