It reads as wishful thinking. I hope opposition develops, but it hasn’t really coalesced yet. Is it a coup if Congress goes along with it? If the judiciary goes along?

But the 2021 guidance still allows for arrests with an administrative warrant so it’s better than the 2025 guidance but still allows arrests fairly easily.
