2/2...multiple use cases because of its abstraction. Rules Lite also doesn't mean "lack of depth". Depth comes in application. In the story. Likewise, they have legs. Rules Lite games can run long campaigns too.

Yes, Color Spray is *also* an outlier which is why I specifically used Slow as a comparison.

Like, Slow exists in PF2e and is incredibly strong for its level. Both 1e and 2e have spells that are stronger for their level than they should be.

There just aren't that many viable hard-CC spells that do the job as easily as color spray does until *very* high levels.

Yes and no? Color Spray is a massive standout in power compared to other spells, even higher level spells. If Color Spray didn't have the strict HD cap for targets it could affect, it would be used at higher levels.

Yes, and PF1e spells were balanced around that. PF2e spells are balanced around you casting a spell every turn, with cantrips being the reasonably-strong filler.

Combat cantrips in PF1e all sucked majorly, usually worse than just firing a crossbow. This isn't me saying casting is *balanced* in PF1e, it isn't, but comparing 1st level spells between 1e and 2e is not a fair comparison without accounting for the pretty extreme differences between the games.

Low level spells in PF1e are stronger than low level spells in PF2e because casters don't have combat cantrips to fall back on. A 1st level wizard who minmaxed for 20 Int has three 1st level spells per day, and that is *basically* all they can meaningfully do in combat.

Average hit points for a CR 11 enemy is around 150, for what it is worth, so assuming said creature fails its save from the Maximized Fireball, it is still taking only 1/3 its HP at the cost of the highest possible spell level of an 11th level caster.
