Impacted persons is what I use. Customers is an incredibly gross term to use, victims, also no good.

Pub-ed departments is a good place to start, NFPA and Firewise, we have the equivalent firesmart in Canada, FEMA of course, local crisis communications, so much out there. Good luck!
I find it useful in all parts of EM, I'm in program development and it's just as important as in response.

Hello! What a cool career transition! I studied geography with a focus on risk communication, now trying to use what I learned to put into practice while working in EM, which is really hard to seemingly do. I remain hopeful that the work being done will improve resiliency and preparedness ♥️
