Both - the airline ops center does things like “oh we have some customers connecting so hold the plane” where ATC/FAA is more talking to the pilot “okay cleared for takeoff go to this elevation and circle around in this direction”. ATC and the airline ops do talk to each other but are different

In terms of reporting, the co2 emission standards are clear and agreed upon but the GWP is not, so in terms of pure carbon differences between flights are explainable but in terms of the real environmental impact it’s a bit more fuzzy in terms of saying flying is “better” than driving.

Ex. Spirit vs United, same airport, same time ish (control for congestion). A320neo is newer and more fuel efficient, plus spirit CRAMs extra seats in there with 0 leg room. United B757 much older ac and has less seats for how big it is compared to spirit.

Soooo many things - people not calculating WTW, but so much materially depends on AC type, seat config, taxi time, weather changing flight path, load factor, etc. Looking at methodology googles is pretty good estimate github.com/google/travel-impact-model

So interesting! For your ref, airlines ~98% of their emissions are Scope 1 (fuel burn). Per pax & plane type will skew numbers, but generally airlines don’t really profit unless they have 85%+ avg load factor (and basically 100% around holidays). Your airline emission assumptions are reasonable.
