Yes. The competition is fierce,(Gold bar Bob Menendez probably makes the cut too.) but his actions around the supreme court, voting not to acquit in both impeachments & aiding trump to get back into office land him in the top 10, but folks like Rep. Preston Brooks & Senator McCarthy rank higher.
