It's not "saving," and especially not "waste." Media is doing such a disservice by falling for that canard. Saving by eliminating waste means same (or better) benefits for less money. These are illegal payment stops with downsides. Like "saving" money by not getting your kids' necessary medication.

“At least Russia has elections” Russia frequently jails and kills any opposition to Putin, who has been in power since 1999. If you like dictatorships, that’s fine. Just admit that. Don’t insult anyone’s intelligence—including your own—by claiming Russia has real elections.
