The Senate parliamentarian will never allow it. You only needed a one vote majority to override a parliamentarian on budget matters only. The Byrd rule will be invoked, and it takes 60 votes to override parliamentarian on portion ruled under Byrd. In other words a non budget reconciliation item.

Democrats can get an overwhelming majority in the Senate with only +13, and at +20, Impeachment is possible. Dems defend 11 seats, while Republicans defend 22. Thanks to the 17th Amendment, Senators are elected via popular vote; no gerrymandering effects their election.

Governors and local elected officials, at least those who aren’t MAGA toadies, must act now to ensure that state and local law enforcement agencies are not co-opted by the feds.
