Playing devil's advocate, i think it's more a problem of lack of bins. The choice for a dog walker is: put it in a plastic bag and walk about with it for an hour or so, then into the car for the ride home, or leave it, naturally or in a bag. I think the latter is worse but more bins wold def help.
