That would be S Miller. Read the whole Signal chat. These is confusion about the President giving the green light for the op. Even the VP said he wanted to wait. But then Miller says "as I heard it" giving the green light. No one elected Miller. But on that morning, he authorized a military action.

And let’s not forget the potentially catastrophic confusion that they were unsure that the president had given the green light. And it was Stephen Miller (whom no one elected and is not senate confirmed) that gave the green light for the action as he heard it.
