I also see it a lot when a person has abusive/exploitative family members but is unwilling or unable to cut them off. People in intolerable, inescapable situations looking for some way to have their own needs met and/or vent the pressure that doesn't require them to blow up their lives

I think it can be a way of reconciling oneself to an abusive environment - because it doesn't challenge the abuse itself, just redirects it onto even softer targets. To your point, conservative environments are full of dynamics like this & people lashing out at whoever's more vulnerable than them

Oof oof yes, this is absolutely it. I have seen people turn into full-on abusers because they responded to the extreme demands being placed upon them by deciding that they deserved the same thing from others, rather than recognizing the unreciprocated demand itself as the problem.
