It is possible they will - Russia was apparently providing frequency response for free. However, like anything issuing from the Kremlin, that comes with a heavy price tag of its own, not least the threat to pull the rug at any time.

They'd be better off synchronising to the north American grid, that way they pool their resources (such as reserve) with it.

Texas *is* desynchronised from the rest of the US (so it could avoid federal FERC regulation). It's what caused all their problems during the ice storms.

Substation supplies are drawn from onsite transformers, which are still energised. Should these fail, most substations have battery rooms capable of supplying several hours of power.
