Thats where I'm stuck at now. Installed TTW and all optimization/utility mods including the utilities checker and all relevant dependencies and INIs. It crashes to desktop before reaching the main menu, but the game reads all the title cards first.

If you mean the red image, that's actually Dark Hollow Manor from 76! It does have some similarities to Nipton in the destruction you see, the ambience and vibe of Shenandoah is really on point.
