Well, young women walking around in the nude in the middle of the city may be technically legal - but still quite unusual. I suppose quite a few of the onlookers perceive it as a bit naughty. At least I think that's why some of them have their phones out...

Good question.
Public nudity is legal due to an old German tradition for nudism (not least in the GDR, in fact).
But of course, photos like these only work because horny men view public nudity as taboo.
Just like naturist magazines in the mid-1900s was also the softcore of the day.
