When I asked this question on Twitter guy replied to me saying that he sometimes just makes these models for fun which is completely fine, but again it's a lot of effort for stuff you don't plan on adding in.
Also at the time of writing this no one has made a mod of Tangle for Ring Racers yet.

Also I only want to limit this to characters who I think would actually make sense for Ring Racers, so pretty much only official characters Sonic, Sega or otherwise.
No OCs or EXEs will be featured on my mock up list.

Yeah that would make sense, plus the Neff folder also has the infamous "Rise from your grave" line as one of the voice lines.
I really hope me sharing this info doesn't annoy Kart Krew because I can't confirm if these are scrapped characters or if they're planned for future updates.

The "neff" folder seems to be for The Centurion, the player character from Altered Beast.
But I'm not sure who "Vanessa" and "Zylo" are meant to be honestly.
