Well, I imagine you can't scan C: for drivers because there is no C: drive yet. Usually X: is assigned to the pre environment and you'll get something like D: for any USB drives you attach.

Gotcha. One thing I forgot to include, and I'm not sure if that video makes it clear; You're not going to be able to use the Dell installer from the pre-environment. You're going to need to extract the driver from the package first.

And I know you said the windows won't load the drivers, but I really do think it's just a matter of finding the correct driver for your chipset. Since it's a Dell, you can go to their website punch in the express service code and it will give you all of the drivers specific to that model.

If you can't see the blank disc during installation, it's because the Windows pre-environment is missing the chipset driver for the disk controller. If you put the driver files at the root of the USB, you can load that driver during the installation and then the disc should become visible.
