Not every person who fought for Germany in WWII was evil either, but the side they were fighting for was evil and the causes they fought to defend were evil.

Both Norway and The Netherlands were occupied, never admitted as a German ally, so both answered to German superiors but this was largely a difference of form not fuction.

Sorry to correct you but in May 1940 the NSB - a far right party - took power in the Netherlands, albeit under a Nazi called Seyss-Inquart - an Austrian by birth.
You may have forgotten that in Europe WWII started in 1939 not 1941 like the USA so getting the dates confused is easy.
