we can’t just have a public agency tasked to develop software, a public cloud, and other technology to address the needs of government, public institutions, and other groups in society because then there’s no chance of spawning the next unicorn

The federal government intervened in the 40s and 70s, so it’s something that’s possible even if housing is generally a provincial responsibility.
