There was no such agreement in 1989.
There was no Peace Treaty in 2022.
Putin simply believes Ukraine has no right to exist, that its language & cultural identity are not "real", & that it should be reabsorbed by force into a revived Russian empire.
He believes the same about other ex-USSR nations.
