I read a while ago the M.O. of this WH to do a fuck up, lie, walk it back, then do absolutely nothing to fix it is standard operating procedure of regimes like Russia. Obvious crimes, bold face lies, double dog dares for anyone to do anything about it. Trump admin literally feels untouchable.

Fund were to distribute thru loans, grants, tranches, tax-cuts thru Depts of Commerce+Treas. There were no "deals" to be made. $ was to disburse with accountability via legitimate agencies. Trump will take already gifted funds & hand them over to who he wants thru grifting quid pro quo.
