Is there a good reason we don't open munitions factories in heavy industry areas (Glasgow and Liverpool?), start pumping out 155. Make jobs, build up stocks that will last for decades. Seems like and easy and obvious first step?

Also the English text here is gender neutral (does greek even have gendered pronouns?). Can we infer anything from that?
