The NIGMS Advisory Council was concerned because IRACDA postdocs were required to teach (at nearby institutions that wanted teaching help) in addition to conducting research.
How could having a teaching requirement not distract the postdocs from their primary research goals?

We did some preliminary analyses of the IRACDA (Institutional Research and Academic Career Development Award) program when I was NIGMS Director. It looked to be preforming well and meeting its (somewhat complicated and seemingly self-contradictory) goals.
