Re: OH Senate proposal to borrow against unclaimed property for stadiums. This has to be illegal. The state is a fiduciary, not an owner (with abandoned US bonds being the only statutory exception I could fine). It is a unique proposal to be sure, but I hope some lawyers start digging into it.
