I just don't see how this works if federal taxes aren't escrowed with the state. Maybe they could offer state tax credits, but that just drains CS's resources with money still flowing to the federal government.

I think it's important to clarify what lense you're using with labels. A theological, historical, and sociological lense will all have different criteria for what "evangelical" means with good reason. In this case, I think your trouble is with the crossover of the theological with the sociological.
