Once you realize he sees the world through a purely mercantilist worldview, it makes so much more sense. Also consider how he seems to believe anything beyond goods production (from service industry to "soft power") are a drain.

Happy Confederate Surrender Day to my favorite item in the Minnesota History Center archive. It was captured by Private Marshall Sherman of the 1st MN Infantry in an 1863 battle where 70% of the regiment were killed, wounded or captured. Virginia has tried and failed to “recapture” it since 1960.
