So, first, collapsible batons are useless.
Depending on size, strength, yes, a compact 9mm might be the top able to be handled. But a compact .45 is always the best choice if the person can handle it, male or female.

US Foreign Policy is and has been to get control over the oil in the Middle East and military bases into the region to protect that oil. Add into that now minerals.
Iran has the largest gas field, oil reserve fields, and mineral deposits.
