Basically, Captain America is meant to be the ultimate soldier. But a soldier’s lot is always tied to death and loss and trauma. Steve has had that trauma with Bucky over and over and over now. Ultimate soldier gets ultimate trauma. He breaks, he can’t have and lose everyone again. So, it’s Peggy

So I don’t even see it as picking Peggy over Bucky like that. I see it more that he can have a modern life where he is constantly missing the past and he keeps losing and finding Bucky, or he can try the life that isn’t inextricably tied to trauma of loss of his best friend

At this point Steve’s been back from the ice for 12 years, and at most two of those were with Bucky. He’s grieved his death twice! I understand wanting the simpler, lower risk life with Peggy who he also loves

In the intervening five years we see that Steve has basically accepted the new state of the world. He’s grieved those lost, he’s in group therapy, he’s trying to do good in the world. He’s, potentially, accepted Bucky’s gone for good

So Steve’s lost Bucky, grieved, found Bucky (briefly), spent two years tracking him down again. 2016-2018 Steve is in hiding, Bucky is in Wakanda. This is their best chance to spend time. And then Infinity War happens, Bucky becomes the first person to get dusted. Steve watched him die this time

When you consider their modern era lives it makes sense to me. Steve wakes up in 2011. As far as he knows, Bucky’s dead. Three years pass, Steve is moving on bit by bit. Then it’s Winter Soldier, Bucky’s not dead! But he vanishes for another two years
