Actually looking deeper I realized you were incorrect with your initial framing. The reason why "Governance" is higher than "Humanitarian" aid is solely due to the appropriations of the war in Ukraine.
That's literally what it says in the report with the chart you cited.

USAID has plenty of metrics and such to show their efficacy. I don't know how you think it helps to deceptively attack the organization Musk is trying to destroy.

They spend more on governance because USAID focuses on sustainable infrastructure. They are trying to help people help themselves so they don’t need more aid.

Your bizarre hitpiece on USAID is republican-levels of deception. USAID's goal is not to fight the taliban? It's to build *sustainable* infrastructure in places so they can help themselves.
