If a given population thinks that avoiding disgust is more important than avoiding shame, then the weights should reflect this, e.g. 0.22 for disgust and 0.18 for shame instead of 0.20 for both.

The 5 answers are combined as an index ranging 0-1, but the five attributes are not weighted equally.
Why?
Because for a measure to be used cost-effectiveness or benefit-cost analysis, attributes should be weighted according to people's values.
