No, he's not. EO's are not law. Period. Only congress can make laws, otherwise, the Constitution would have given the right to make laws to the president. It didn't. He's given latitude to make orders when necessary under and within the confines of law, that's it.

However, Chevron was rescinded so 'force of law' is no longer the case because the executive is no longer allowed to 'interpret', they must seek Judicial advisement as to the enforcement of any said laws, and because it was rescinded it takes away 'the force of law' the executive might have had.

However, force of law is not law. Look at the language. If it were, then why not just say it's the law? The difference is that in the Chevron case the Judicial branch gave certain rights to interpret ambiguous laws to the executive. That is what they mean by 'force of law'.
