Physical terrain problems through the Kawartha highlands vs political and economic problems along the lake.

That decision is long in the past. Train via Peterborough has a lot of benefits, in part due to the lack of population centres in between Peterborough and Ottawa.
Still lots of improvements to make to the traditional Lake Ontario service.
