Serial port consoles were all the range in the 1990s. Most of the tools aren't included in today's distributions by default, requirements permissions to set up and, of course, needs physical access to a serial port.

Like many European countries, the scars of WW2 and the cold war etch the soul of most of the population over the age of 30.
We didn't abandon Europe to the forces of the far right then, and we won't now.

Europe does have an alternative but, due to bad marketing, many people don't realise it has similar capabilities as AWS and Azure.

And yes, I have a lovely/hate relationship with tape backups.
The stability and cost/volume is amazing but tape drives are unreliable as hell.
This is why tape robots were invented.
