Developmental limits don't exist either. 13yos, none of whom are well developed neurologically, legally access elective bilateral mastectomy in the US because there are no limits in place. There are no barriers beyond finding a doctor willing to do it and parents who agree to it.

If sex is "assigned" (it's not) phenotypically (phenotype =/= sex either) as per your definition, these transwomen athletes are men.
