That's BS, the old one ""usually" stays in place until a new one is negotiated. If not why is anyone still coming to work? I would ask the union their view on this and not a PSC commissioner that was placed their by Smith.

Well if it's true it would likely go against the collective agreement, which is a binding contract with the union/workers. They would have to show "real" operational requirements.
