Fighting forest fires with hoses is like trying to stop someone from bleeding out with a bandaid.
You need different tools and tactics because no matter how much water you have from those hydrants or how many fire fighters you have it just won't be enough for a firestorm like that.

Maintenance has to happen and forest fires aren't generally fought with hoses but with planes and helicopters.
The planes and helicopters were grounded for quite a while because of the strength of the winds.
